Gravel bed , advice please

I have just had some paths relaid by my front garden. Everything was on different levels before and is now all on one. There was a gravel bed which was full of dirt. I intend to take that up , make a large flower bed in the middle , clean the gravel and put a new membrane. However the depth of the bed is now deeper. A thought was to leave the existing gravel, use old slabs to create a layer, then put membrane down and then get new gravel for on top. Is this ok , will it cause any problems . I have never done this before and want to make sure i get it right. Any advice please x

Immediate thoughts are that new gravel on existing gravel will settle much more than new gravel laid over slabs.  Unless you completely slab the area you are going to have problems with uneven settling over time.  Also, gravel tends to be laid to allow free drainage of the area, laying slabs will defeat the object.
