shrubs problem

I have 2 shrubs of Kim Lilac.One is doing good,ready to bloom in the spring. The other one has just few leaves and small buds. Most branches look naked.They are both did good in 3 seasons....and now something wrong with one of them ,this is a pic. of 2014,and now has just several leaves. ....any idea?Thank you.
