How to stop ivy re growing

I've just had 6 fence panels replaced as the weight of ivy (from next door) has caused them to rot, buckle and break.

Having just spent over £700 having them replaced, I don't want the same thing to happen again. 

The fencing guys cut all the ivy at ground level and my neighbour is happy for the roots to be killed. 
It can't be dug out as most of the roots are under my neighbour's patio.

Any suggestions as to what I can use to kill the ivy once and for all?

    I had a similar problem, Pete. I used tree stump killer. It worked,..but there are small shoots appearing again so it's a smaller problem but never ending.

    Thanks Stevo - oh how I yearn for the days of sodium chlorate!

    I don't suppose the weight caused the rot Darren, but with about 12-18" thick ivy clinging to the fence on both sides it would have been damp most of the time and encourage all sorts of bugs to live there. That combined with a lot of weight done for them.
