Pieris In Trouble

I have two pieris' in my garden.  One is beautiful (flowers every year) and the other has looked a bit sick for around a year now.   It barely flowered last year and isn't really doing much this year.

75% of the leaves have got brown spots/tips (leaf spot?) and 50% of the branches don't have any shoots.

The leaves at the very top of the tree look a lot healthier.

Do I remove the infected leaves and branches with no shoots?  Does it need feeding?  Spraying with a fungicide?

I have attached several photographs and would be grateful for any advice.

Thanks

Your answer was helpful to me too Verdun, does it matter what time of the year I spray with epsom salts?

Thank you very much. Is there anything else in the garden that could benefit from a dose of ES?

Thanks for your advice Verdun.  Will do what you have suggested at the weekend.
