    Unless you live in Jamaica, I would say, here in the UK probably around the second week in June for outdoor plants and the second week in May for those grown a cold greenhouse....soil temperature of at least 10c (50f) for outdoor ones.

    I believe there is a variety called Sub-Arctic that fairs better  in cooler climes, but I've never grown it, so can't pass an opinion.
