Help - Rose suckers

My neighbour has a rose bush that she doesn't maintain. It has has extremely spikey suckers that grow like wildfire along the side of my path. Apart from cut them down is there anything I can do to halt them. I don't know if I am imagining it but it seems the more I cut them the more they grow!!
