Strange white bugs


Does anyone know what these bugs are and how to treat them, all my bushes are infested with them and its getting worse. I thought they were mealybugs, then bay leaf suckers but i can place what they are online and the treatments im using arent working. Please help my poor bushes!!!

    Good grief, am I really seeing little white legs and baglike bodies? Do they walk about? I've never seen anything like it.

    I think its cottony cushion scale insect. They suck the sap. If you only have a few I would handpick them off.

    The big white body is actually an egg sac, and will be filled with thousands of red eggs which will hatch into more scale insects. You can kill them with methylated spirit on cotton wool.

    It's not a mess, it's a nature reserve.
