Pests

I have planed 2 planst this spring and  leaves are continually attached by pests? ? They leves holes in all leaves,- new & old. I have tried soapy water, insecticide with no luck.

Any advice will be welcome

Well, the one and only plant in my garden to have been eaten is my Acanthus. It actually looks like a very hungary person has chomped on it and its right at the back of the border, so like you any advice would be very welcome
