Powdery Mildew on my Honeysuckle?

Forgive me if this is obvious, but can anyone tell me if this is powdery mildew which is affecting my honeysuckle (serotina). If so, what can I do about it?

Yes, fungicide and water, water, water!
Yes, and as already said, water it very well.
The lack of water at the roots is what has caused the fungus to move in.
Great, thank you very much for the replies. I've removed the affected leaves, and given it a good drink. I'll get some fungicide tomorrow. Thanks
