Apple-tree die-back?

Hey All,

A little help please - I dont know if I should radically cut back or cut down our apple trees.

3 years ago I noticed that some of the smaller branches died-back after they had blossomed and put on leaf - they went brown and did not recover.  I thought it might be drought but its happened every year since slowly taking more and more of the tree.  I have now noticed our other tree has started to be affected.....

The branches seem to have 1-2inch patches of this white fairly fluffy fur and what looks like little clear balls of either water or maybe eggs?

Please help as I dont want to lose the trees or any others that are in the garden!
