shrivelling honeysuckle flowers

hi,I have a lovely honeysuckle growing against my fence, but this year although i have loads of flower buds,they are all shrivelling up before they open!! Tis goes back to the first couple of leaves,but the rest of the leaves are ok.Help!! im a new gardener and would appreciate abit of advice.x

my did the same ,had plenty of flower buds but shriveled before they opend,later i noticed a white grub inside the bud not sure what , may be a butterfly or moth grub..
