Loos like an Achillea. When it flowers you should post again and hopefully someone will know the variety.
I think it could be a tansy.
I go with Achillea.
i found a picture and maybe it could be silk oak
I say tansy too. The leaves are more dainty on achillea. Any sign of any flowers yet? If tansy they will be yellow buttons.
