Pesky Little Fellas

I found these underneath the leaves of a small section of Trachelospermum jasminoides. I've removed this section of the plant in fear of more issues if I left it and just removed what ever these little pesky fellas are.
I will add that I am very much an amateur who has only recently taken my garden seriously after moving in last October. Any advice as to what they are and how to deal with them would be great fully received.

I had this problem on a Bay tree. I did find out what it was but unfortunately cannot remember! It did disappear in the end though with no harm done to the tree.
