Esther Reeds covered in fly

To bug gun or not bug gun that is my question - plant is absolutley covered :0(

its a well established plant with buds formed - leave or spray?

    I would wash off with hose - I don't spray my plants - bees and other pollinators are far too important to risk harming them.

    I can't help wondering if, when you hose the little blighters off, whether they don't just climb back up the nearest plant where they land and continue munching there?
