Climbing roses
I have roses in bloom up to head height on both sides of my rose-arch.
However, after that there appears to be two problems.
1. Stems grow about 30" and produce 4,5 or 6 buds which never come into bloom.
2. Stems keep on growing beyond 30" without producing any buds..

I'd give them a good few forkfulls of well rotted stable manure and plenty of water. Have you ever pruned it? If it's a few years old it may need some of the older stems cut back to stimulate some new growth, especialy after a mulch of manure.
Put a picture up, plenty of advice on this forum.
