Frost Damaged Acer

My Acer was damaged two years ago by frost. I cut it back and now both red and green shoots are growing. The green shoots are twice as high as the red ones. Should the green shoots be completely removed and if so when is the best time to do this.

The Acer in question is Acer Palmatum Dissectum.
Assuming it's the red form then you want the red foliage so cut out the green immediately as this is more vigorous and will gradually overtake the plant.
