How very odd! I live in the wettest place in the world (nearly) and I've never had any problems. Maybe in future you could wait till they form and ripen and then cut the entire stem off low down and hang them up to dry indoors.
Interesting. When did they rot on the stem Rosebud, in June or more recently? This year some of my poppies are flowing are flowering for a second time now, in October! This is unusual and I think it's probably because we had a lot of rain in September. I have noticed two flowerheads keeling over, going brown and dying. Is this what yours are doing. Other buds open and flower. I think it might be because they got very cold one night; not actually frosty but I think the temperature dipped to 2 or 3 degrees.
Based in Sussex, I garden to encourage as many birds to my garden as possible.

So sorry. I completely missed the point of your OP. I assumed you meant the seed head after flowering.
