It could be dog pee? Did the previous owners have a dog? Try watering it and a half strength general feed. Is there anything growing up through it that could be strangling it?
I have a choisya which was planted last year, it flowered and looked as though it was doing o.k. This year although the leaves look healthy it had not grown and there doesn't seem to be any flowers coming. In the same bed is a Hypericum 'Hidcote' and a Viburnum Tinus neither of which is flourishing. Again both these were planted last year, any pointers would be helpful, the broom bushes and potentillas are looking great!
