Planting out Salvias

I have grown salvias from seed and they are now about 6 inches high. Unfortunately they have been that size for weeks. Should I just plant them out and hope for the best?

No, these are beautiful Sarah Raven dark blue ones
I would get them planted. Harden them off by putting outside during the day and bringing back inside at night for a few days beforehand though.
Thank you so much everyone. They're already in my mini greenhouse open to the elements so they should be brave enough now. I thought they were annuals, so thanks for the advice re wintering
