Can anyone tell me the best way to get rid of weeds in a very small garden so that my wife and I can get a small area of lawn started, the weeds are mainly Dandelions.

Dig 'em up
and DON'T compost them.
Would it be possible to spray with weedkiller? some people cover with a piece of old carpeting .
Or as artjak say's Dig 'em up and DON'T compost!
Or cut off all the flowers and seed heads carefully so you don't spread more seed, and then use glyphosate weedkiller to get down to the roots. This will take about 4 weeks though and you need a calm day to spray.
Or fork them out making sure you get every little bit of root. Whatever you do, don't rotavate. It chops up all the roots into bits and you get thousands.
Burn or send the roots in the brown bin to the council.
If having a lawn brings pleasure and it is what you want, try all the above and get your lawn started, don't be put off with a few dandelions, if the methods above kill them you are onto a winner.
I had and still have the same problem with dandelions in the lawn, dandelion roots must grow down to Australia in my garden either that or they have built up a resistance to every weed killer known to man. The lawn however if kept short and regularly mowed doesn't show them. It's fed and weeded each spring and I live in hope one day there will be no dandelions.

On the subject of glyphosate weedkiller, does that kill all plants and bulbs?
Glyphosate isn't selective, so it will kill every plant in it's path. Unfortunately weeds seem to be the most tolerant of it, whereas if you get a little bit on a plant you want to keep, it seems to die immediately. I'd try digging them out with a specialist weeding knife or that fiskars thing (I have one but don't really rate it, unless it's been raining and the ground is soggy), get most of the root out that you can, then blast the remaining re-growth with weedkiller.
