I would presume that it's concentrating on putting down some good roots to support all the fruit it's going to give you in the future. Also the blossom grows from the buds in the wood formed last year, and we really didn't have much sunshine to ripen the wood did we?
The pear tree I planted last year hasn't blossomed this spring, but it's got good leaf coverage so I'm not worried about it - just imagining that healthy network of roots building up underground.
