What is wrong with my Hibiscus ?

My Lavender Chiffon Hibiscus was originally in a pot, it flowered a little and then I decided to plant it in the garden, ever since then (several years now) it hasn't done a thing !! It is not dead but just refuses to flower. Any advce on feeding etc would be gratefully received.

    Could possibly be temperature, I had a hardy hib that never flowered, no matter what I did, fertiliser etc, So I put it in the greeenhouse last year and flowers no problem. Also, last few years we haven't really had a great deal of prolonged sunshine, so maybe a light intensity problem.

    Still having problems with this! image Not only does it refuse to flower, it has hardly grown in height . It is green and healthy looking but only stands about 2ft high and 1ft across despite being approx nine years old. I have one in a pot that is very young and it is roughly the same size! (although also refuses to flower) and I do so love Hibiscus. What can I do to encourage flowering/growth etc.???
