Is this powdery mildew on my Monarda Mohawk? If so is it harmful?

It hasn't done very well the last few years so I seperated the plants into smaller pots. Only one has flowered.

    Def. powdery mildew, but I slightly disagree with Verdun, in that although it is unsightly, it has never caused any long term problems on my Monardas. 

    There are ashtrays of emulsion,
    for the fag ends of the aristocracy.
