It looks like one of the inulas

I am not sure its a bush...just guessing as I am not a real gardener...saw this in a neighbour's garden but when I asked him what it is he did not know so I have turned to the experts for an answer all being well...
I think it may be rudbeckia.
I think it is Inula hookeri which I have in my garden. It is a perennial much loved by bumblebees and butterflies.
Inula was my first thought.There's a huge stand of it in a garden near me.
I live in west central Scotland - not where that photo is...
