How to plant a fence, hedge thing

Hello, I am trying to redesign my garden, but have come across a difficulty. I have been informed I am not allowed to raise my fence between myself and my neighbours, but I would like to do something to make my garden more private. I am not even sure I am allowed trellis, but I need to make certain of this. I know that Bamboo is a good barrier, but it is not really in keeping. I live in a wooded area (but I am not allowed to plant trees.....Dulwich estate are rather draconian in their approach to gardening) Might there be any other plants that might be fast growing and provide privacy? thank you for any help

    What about a series of arches in front of the fence with climbers over them. You could stagger them, row at the back, then a row inboard of that in the gaps. It's not a high fence or a tree but has some height. You could use build it yourself arches or tripods.

    With time they'd spread all along the rope and droop down.

    I am not even sure i can have arches, i think i would need to ask. Thank you for the idea though, it sounds as though it would look great.I love the idea of rope, that really could look lovely even without plants on. Do you think the rope would rot?

    Just realised they use rope on boats, so maybe that is a daft question, sorry. I suppose I would just need to find oiled rope?

    No.  Just buy decent, thick rope and soak itt in a deep tub of wter before stringing it through holes drilled through the pôsts or it will shrink and straighten after their first decent rain.

    I'm not sure how fast growing you need, but we planted a natural hedge about 4 years ago, hawthorn, blackthorn, spindle, hazle and willow and some quickthorn to knit it together.  Its grown about a foot or so each year and we have taken the new growth down about 1/3 each year to encourage it to thicken up. 4 years on it is really substantial and we are ready to plant some natural honeysuckle and clematis through it this year.  Its great for wildlife and blends in well with the woods and valleys behind us.
