Looks a bit like a whole garlic bulb has been planted, with each clove sending up a separate stem of leaves - rubbing one of the leaves will soon tell you if it's that! Definitely a bulb of some sort.
A trowel in the hand is worth a thousand lost under a bush.
I have iris shoots coming up which look like that - but I suppose there are a huge number of plants which look the same at the root stage. My bulbs were planted back in October/November though but are the same size as in your photo.

I honestly do not know if it???s a flower or veg, he just bought it back and said I planted something when will it grow, he???s only 8 and makes me laugh because he gets up every day and has a sulk because it hasn???t grown even though when he planted it nothing was showing at all, he expects to go to sleep and wake up the next day and there be a huge flower or something there LOL bless him
