Restore and revive

Have been asked to help restore a south facing front garden in a retirment complex. Ideas for plants please. Need to be low enogh not to cover window boxes. already has some roses but a choisia which is dying. Poor soil conditions.

Any suggestions for a planting scheme very welcome please

    If you go Mediterranean, don't forget lavenders for perfume.  You can get similar coloured flowers from nepeta and forms of salvia if the soil doesn't suit lavenders.
