Pruning plum trees

A bit of a novice gardener! Planted a new victoria plum tree ( St Julian A rootstock- it says on the label!) last autumn/ late summer and for various reasons it did not get pruned it at all. It has several 3/4 long thin branches, and is close to a fence. I think it was originally thought that it could be tied along the fence but not sure what I need to do to it, and if I should be pruning it.
