What to do with my tree peony

Hi, I have a tree peony, about 10 years, grown from cutting.  Flowered for first time last year.  This year very few flowers (3 in fact) but the tree has grown enormously.  Can I cut it back?if so, when and how?  Thanks

I cut some of the older stems right back to base, usually as part of a spring clear up.
