Whats doing this to my Fuchsias?

Noticed today quite a few of my Fuchsias have this on their leaves, only on plants that are close together.

I saw that on my Fuchsia's last year don't know what it is but it doesn't hurt the plant

Is there anything I can use to get rid of them?
