Black pests stunting shrub growth

They are about 5mm long, wedge shaped, blackish brown and don't move much when poked....even though they appear to have wings. I've sprayed them with bug spray but they come back with a vengeance. Most of them are under the leaves but there's still a good number on top. The new growth is stunted and shrivelled. I haven't been able to spot anything like them on internet and I can't upload photos of them from phone.

Thanks both. Do black aphids look like normal greenfly? These have a very different shape. Wedge-like with the head being the smaller end. I'll google your suggestions Edd
