Watering potatoes in tower

Was considering growing potatoes this year.  I've grown them before in a bag (in the UK).. but am now living in a semi-arrid desert in Utah.  I have no-dig raised beds, which are watered daily with an automatic soaker hose under mulch.  I was thinking of making a potato tower out of cement blocks (less evaporation from the sides).  I'm busy and unable to water daily, so would like to have the hose do the work.  If I have the hose wrapped around the plant on the inside bottom of the tower, can I count on the base roots to supply the entire plant as it grows as I build/fill the tower?

    It really does depend how high your tower is, but I'm not sure it will work. But, hey, experimentation is grand!
