Shrinking Soil Level in new Raised Bed

I filled up my new raised bed and as predicted the level over the first 5 months has dropped by about 4 -  6 inches

I intend to add some top soil on top of the allotments compost that is there already

???  Should I leave it on top of the compost or mix it in

Everyone is just trying to be Happy.....So lets help Them.
