I suppose it depends on what your weather is like just now. I have 3 inches of patchy frozen snow and freezing fog. Mulch is to keep weeds down and help to plants to grow by giving them warmth, moisture and nutrients. My rasps aren't going to need any of that for about three months.

Mulching over frozen ground keeps the cold in the soil. I wouldn't mulch at this time of year. Either mulch in the autumn or the spring
