when to transplant

Hi there, I live in devon near the coast.. I have a 1m high hibiscus that I need to move. It has lived in its place for 3 years and at the moment it is in full bloom. My dates available for lifting are before 22 nd october or next march onward. Which date should I choose. Any help appreciated. Val
