Rampant Climbing Rose

Hi, I have a very rampant climbing rose which hasn't flowered very well this year. Am I right in thinking that in the spring I can cut it down to almost ground level and let it start again or is that totally wrong!?!?!?

    Is it a climber or a rambling rose. there is a difference in the way you prune them?
