Hobbie tray and mini plugs???

Hi my order from T&M has come today and i dont know what i am supposed to do with them.

I have out them in water like it says but what do i do after this, can i put them straight in to the garden or do they have to go into pots?

If they as small has has been described in other discussions-grow them on for a while in pots until they are big enough to be planted out
