Does anyone know if this is a yucca and if so, what it is called.
Yes, it is indeed a Yucca, but as Philippa writes, it's difficult to identify Yuccas to a species or variety name. Do you have a photo which show more of the whole plant? Is the leaves rough or smooth? If rough, is it rough on both sides and on the full length of the leaf? Is the edge of the leaf smooth, with threads or denticulated?
It is however the first time, that I see a Yucca with such interesting narrow and twisting Tepals (Yucca have combined Sepals and Petals which is called Tepals), and I have seen MANY different Yucca in bloom.
