Growing from seed

Hi, can someone please help me with a problem I am having in trying to grow more plants from the seeds of New Zealand Flax.  I have sown some seeds in ordinary garden loam and in seed compost, some did germinate but only grew about an inch and then died off.  What am I doing wrong?
