My privet hedge has died in places but it's ancient (1960) and worn out.
How old is yours?
I have honey fungus in part of the garden but have only seen the famous 'bootlaces' under the bark of dead large trees. Also the symptoms have not involved black leaves. More failing growth with sparse yellow and brown leaves through a summer followed by non-appearance the next year.
I've put in links to the RHS on HF and wilt that may be useful if only to eliminate. Have you checked for obvious pests and damage to bark. I lost large lumps of privet when the bank voles ate the bark, little b......s
I've taken photos there is a fungi on there but I can't upload photos till tomorrow morning when I get onto my laptop can you come back again tomorrow ?

We took out all the dead bits bit it is still spreading

Fungi grows on dead wood and the fungi you see on the surface are rarely the cause of death
