Right- my feeling is one has not ventured into the surrounding ground whereas the other has and the poorly one is suffering from lack of nutrients etc.
My suggestion would be to carefully dig it up -if you find the roots are still confined to the original root-ball tease them out, enrich the soil, replant perhaps in another spot and keep well-watered
