silver birch leaf problem

Happened over the past week, getting worse. Found this fly-like insect on some of the leaves.

I wonder if that's some sort of leaf miner, it looks as though the inside green bits have gone but the outside is still intact. I doubt if the fly is doing it but its larvae might be.

Might be worth looking at the Forestry commission site, they have a pests and diseases section, or they did have when I last looked.

Thanks nutcutlet, yes you're right, its birch leaf miner. Still trying to find out what I can do about it.
