Might be a Weigela, but that's not a climber.
thanks for that, seeing it tumbling over a 6 ft fence assumed it was a climber.

Weigela - lovely plant.
I'd say Weigela Bristol Ruby
or W. Newport Red. one of those two
It looks almost like rhododendron griersonianum - from the leaves and flower colour.
Yes Weigela- pruning flowered shoots makes the flowers better next year, and needs the old stems removing periodically. I rejuvenated 3 in my new house by cutting to a low framework- flowers great now.- before only had 3 or 4 sprigs of flowers
If you can get a 4-5 incj cutting or 2 you will find it takes really well.- Propagator or flower pot with a plastic bag over it works really well.
when i first saw it i thought it was a Bougainvillea , i have just moved back from southern france, so had several in the garden, one, almost an identical flower to the weigela, but knew it couldn't be in the UK !!
