 Have got jasmine that is 6 feet tall and it only leafing at the top third. If I prune it hard back to ground level will it regrow.

    Yes, but you are unlikely to get any flowers this year if you do it now.

    I'd do it immediately after flowering to give new growth a chance to develop and harden off before next winter image
