It means that for some reason the plant's growth has slowed down - it could be due to lack of water, lack of nutrition in the soil or a sudden change in temperature or something else.
Hello Jenny. Well, you have your little plant and it's growing away - compost nice, heat just right, water lovely. Then something comes along and upsets one of those things - a tender plant gets left out in the cold or something like that. The plant stops in its tracks. It takes a while for it to recover. Its growth is halted and sadly, sometimes badly affected.
My brother was growth checked in WWII. Poor supplies of milk and calcium ruined his teeth.
