I think you would be wise to buy one and one that flowers in the first couple of years as some take up to ten years to flower and to grow one from seed or cutting would be a challenge .
The best thing to do is to train a single stem up a thin stake or broom handle and when it gets to the height you want, pinch out the top to encourage the buds to break below. Prune the whippy growths back to a secateurs length in August and then the new growth in February, back to an inch or two.
