Hard pan

What's the best way to deal with a hard pan in a garden? We live in a new build property and even though we rotivated well and put decent top soil on the drainage is still poor. Heavy clay soil doesn't help either. The garden is still prone to flooding in parts after heavy rain.

Best way is to double dig it incorporating plenty of well rotted compost/ FYM, course grit and sharp sand as you go. Hard work, but if you do it right in the first place you'll get good results.

Rotovating makes a hard pan.  It occurs at the greatest depth the blades can reach.

Sadly, for you, the best thing is human digging power and lots of bulky additions to the soil.

Drainage has to be sorted before cultivations.
