Honeysuckle is tough plant, not many problems with it, only powdery mildew really. I'd cut out any affected stems, burn them and then mulch and keep it well watered.
Blackening of the leaves may be the preamble to powdery mildew so I'd give it a couple of buckets of water at the roots and then, as Dave says, keep it well watered.
Although we had a lot of rain in the autumn/winter, in most parts of the country the topsoil is very dry at the moment and young plants' roots are not reaching down the necessary 12-24 inches to where the soil is moist.
