Fuschia shrub

As you may notice i am a complete amateur in the garden and have lots of projects and work to do.In between mine and my neighbours garden this out of control Fuschia shrub every year the top of shrub grows great and flowers perfectly my issue is from the base of the shrub up to about a 1ft it looks dead ive taken loads of dead branches but i think it has had it day any advice of what to do ?

I think I'd cut it hard back close to the base and give it a feed of Fish Blood and Bone and a thick mulch of good compost and/or well-rotted farmyard manure. I'd have done it about a month ago really, but it'll be fine to do it now.
I'd also take lots of cuttings.
Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
Fuchsias usually respond well to hard pruning. The cut down stems should shoot this year. If you cut the rest down next year, it should be rejuvenated.
Thanks for advice i have took lots of cuttings as i really the Fuschia shrub when it is in full bloom,now i know its safe to do it i will take your advice Dove and cut it close to base thanks again
