Garlic problems

I planted my garlic as usual in November. The mild winter has meant it's had lots of green growth from the start but, in recent weeks, some of the plants have been bending over as if they're pushing themselves out of the ground. I've basically been covering them back up with more earth and they seem happy enough but I'm a bit bemused as to what's happening. Any ideas?

If the roots are growing well, sometimes they tend to push the plant up rather than pulling it down. Was the ground well tilled?
